An independent Regulatory Commission has sanctioned Millwall FC for a breach of FA Rule E21 during its EFL League Cup fixture against Crystal Palace FC on Tuesday 16 September 2025.
It was alleged that around the 11th and/or 80th minutes of the match, Millwall FC failed to ensure its spectators and/or supporters (and anyone purporting to be supporters or followers) did not behave in an improper, offensive and/or abusive way; and that the club failed to ensure its spectators and/or supporters did not conduct themselves in a discriminatory manner which included a reference – whether expressed or implied – to disability.
Millwall FC accepted the charge relating to the 11th minute but denied the charge relating to the 80th minute. The Regulatory Commission sanctioned Millwall FC on the basis the charge was proven in relation to the 11th minute only; it imposed an action plan, £45,000 fine, and a warning following a hearing, and its written reasons for these decisions can be seen below.
