An independent Appeal Board has dismissed an appeal by Cardiff City FC.

The club was sanctioned by an independent Regulatory Commission for breaching FA Rules E21.1 and E21.4 during the 2nd minute of its EFL Cup fixture against Chelsea FC on 16 December 2025.

It was alleged that Cardiff City FC failed to ensure its spectators and/or supporters (and anyone purporting to be supporters) don’t use words or behave in an improper, offensive, abusive, indecent, or insulting way including a reference - whether express or implied - to sexual orientation.

Cardiff City FC admitted the charge, and the Regulatory Commission imposed an action plan, £15,000 fine and formal warning.

The club appealed against the fine, but this appeal was dismissed by the Appeal Board and its written reasons can be seen below.
