The Latvian manager took over a team severely lacking in confidence back in 2001.
Starkovs was left with the tough task of getting the most out of a side which was obviously full of talent yet unable to make the step up and progress from qualification groups.
Things began to look up immediately as Starkovs led his players to Baltic Cup success and the new confidence he had installed in his players was clear to see.
Latvia managed to secure a play-off spot in Group 4 of the Euro 2004 qualifying stages, before their crowning moment came as they defeated Turkey against all odds.
A 2-2 draw in Istanbul confirmed Latvia's place in Portugal and Starkovs made history as the first manager to lead Latvia to a major tournament.
This summer he will be hoping to increase Latvia's reputation even further.
