The FA employs seven Regional Refereeing Managers. They work from home in the regions and provide a direct link between The Football Association and the County Football Associations.
They will work closely with the Counties Referee Development Officers and workforces, to deliver training that is required as a criteria for promotion, in addition to a wide variety of programmes for all referees - but particularly those at Level 5 and below.
The responsibilities of the Regional Managers are:-
- To support the County Football Associations within their area.
- To look after the needs of approximately 3,500 referees in their area.
- Promoting the national strategies and initiatives, namely:

- Recruitment, retention and development of referees.
- Accessibility to those people who can assist in your development as a referee.
- Developing a prospectus of in service training.
- Continued and expanded instructor training.
- Assessor and mentor training.
- Promotion of physical fitness awareness, programmes and diet.
- Ensure equality of opportunity across the country.
- Drawing on experienced referees to act as role models.
- Encourage and support activities that seek to increase the number of referees.
This is an exiting development in The Football Association's approach to refereeing - both in terms of support and enhancement. However, we will still depend on the many instructors, assessors, mentors and administrators to train and expand our referee numbers and continue to provide the support throughout a referee's career.
