Referee Development Officer

The Role:

  • Act on behalf of the Bedfordshire F.A. to actively promote the following five initiatives
  • Referee Supply, Recruitment & Retention
  • Identify the shortfall of referees within the county
  • Draw up a timed plan to meet the above need
  • Plan recruitment drives within the county exploring novel methods of advertising where possible
  • Plan basic training courses that follow on from recruitment drives Ensure provision of basic courses meets the needs of those wishing to attend a course
  • Promote two tier training as the preferred method of training referees Increase the number of female referees
  • Implement current retention initiatives for referees Explore new ways and incentives to retain referees

Continuation Training

  • Ensure that all newly qualified referees are invited to an appropriate seminar within six months of qualifying
  • Plan sufficient seminars for levels 6 and 7 referees in the promotion scheme
  • Provide an annual seminar for referees acting on a Supply League for the first time as a referee (levels 4 & 5)
  • Identify other training needs of referees within the County Ensure that every referee has the opportunity to attend a course of in-service training at least once every three seasons

Referee Instructors

  • Ensure that instructors of suitable ability are available to staff the courses and seminars in 1 and 2 above
  • Monitor activity levels of instructors within the County
  • Identify the training needs of instructors
  • Seek to develop instructors with the assistance of The Football Association
  • Plan three County Training Team meetings per year for all levels of instructors

Assessors and Mentors

  • Ensure that adequate numbers of qualified assessors are available to support the level 7 & 6 promotion scheme
  • Provide training meetings for assessors as when required
  • Ensure that F.A. Registered Assessors are re-registered at appropriate times
  • Set up mentors schemes to support two tier training and newly qualified referees
  • Provide training for mentors across the County

Fitness Training

  • Work with County fitness co-ordinator to :
  • Raise the profile of fitness within the County Provide fitness awareness for all levels of referee’s
  • Local fitness centres that give the opportunity for referees to train local with others
  • Plan County fitness tests when required

In addition the Referee Development Officer would be expected to:

  • Sit on the Area Training Team and attend meetings and conferences as required
  • Produce a training plan for the County that accurately reflects the work carried out for referees
  • Work with supporting agencies
  • Support The F.A. Regional Manager in the overall aims for referees nationally
  • Work closely with the County FA Board of Directors and the Referees Committee to raise the profile of referees within the County, provide equality of opportunity for all referees and to ensure that referees feel valued for the service that they give
  • Promote and administer, in his / her County, the initiatives included in the Annual Programme of the Area Training Team
  • Register and keep up to date the County Database of Registered Referees and their activity, to supply The Football Association with the information as requested in conjunction with the Football Operations Officer and County FA Administration staff
  • Season to season identify those referees who have failed to re- register
  • Undertake all basic administration associated to refereeing matters within the County Co-ordinate and collate all aspects of the Promotion Criteria for levels 7 to 6 and 6 – 5
  • Nominate according to merit referees to The Football Association for level 4 clarification Operate as the Minute Secretary for the Referees Committee, produce and Agenda, Minutes (circulate them where appropriate)
  • Keep up to date information on instructors and ensure they are used effectively
  • Support the Regional Manager in the appraisal of Registered Instructors
  • Help identify candidates for the National Course for Referee Instructors
  • Contribute to the work of the Area Training Team in other Counties in the area
  • Participate in and contribute to the programme of activities at the Area Training Team Conference
  • Represent his / her County at County Training Officer’s Conference Assist the Football Operations Officer with Referee Appointments

Qualities Required

  • Registered referee Referee instructor or training/education background (or willing to train)
  • Take responsibility for administration and implementation of the above programmes
  • Willing to work flexible hours, including weekends, as workload dictates
  • Ability to motivate and enthuse a voluntary workforce
  • Project management skills Accurate record keeping IT literate – essential
  • Planning and organisational skills People management skills

Salary: £17,000 - £19,000 per annum
