Three newcomers are in the 23-man line-up including Blackburn Rovers striker Matt Derbyshire, who scored twice in his side's FA Cup victory over Luton Town on Saturday.
Tranmere Rovers keeper Joe Hart, currently on loan from Manchester City, and Aston Villa defender Gary Cahill are also named in the Under-21s for the first time.
Anton Ferdinand will be missing from the game at Pride Park due to injury, while there are returns to the squad for David Bentley, Kieran Richardson and Leroy Lita.
Meanwhile, Spurs midfielder Tom Huddlestone is in the squad and is set to make a return to his former club Derby.
