Having gone down to the USA on Thursday a return to winning ways against Yugoslavia on Friday set John Peacock's side on their way, but a strong Russia side proved too much for the Young Lions in Formia.
Russia opened the scoring on 37 minutes and preserved their lead well in the second half, but on 73 minutes Russia were reduced to 10-men following a second caution.
However England failed to capitalise on the advantage and five minutes later were themselves a man down. As a Russia striker made his way into the box, last man standing, Middlesbrough's Anthony McMahon, could only halt him illegally. The referee pointed to the spot and had no option but to show McMahon red.
The penalty was duly despatched for Russia's second and England were sunk.
