England Head Coach Sven-Goran Eriksson has named his squad to face Wales and Northern Ireland.
The 25-man contingent includes Liverpool full-back Stephen Warnock, who earns a first ever call-up to an England squad.
Joining Warnock in the squad is Chris Kirkland, who has done well at the
start of a season-long loan at West Bromwich Albion.
He is one of three goalkeepers in the party, with Tottenham Hotspur's Paul Robinson and Norwich City's Robert Green the others.
Having chosen his squad, Sven said: "I have spoken to David James today and explained to him that on this occasion I think it's best not to select him.
"He has always been extremely professional for me and I have assured him that the door is not closed, and that I will be monitoring his form at Manchester City very closely."
Sven continued: "Chris Kirkland is a brilliant prospect who has suffered badly with injuries, but he is now started playing regularly again, so I feel the time is right to have a good look at him."
The strength in depth in the centre of England's defence is highlighted by the inclusion of Rio Ferdinand, John Terry, Jamie Carragher and Matthew Upson.
With Gary Neville injured, Charlton's Luke Young will be delighted to be involved with an
England squad again after his experience on the summer tour of the USA.
Captain David Beckham, Liverpool's Steven Gerrard and Frank Lampard and Joe Cole of Chelsea are all in the travelling party as is Kieran Richardson, who is re-called into the squad.
Tottenham Hotspur's Michael Carrick, another player who made a name for himself on the USA Tour, also retains his place.
Joining regular strikers Michael Owen, Jermain Defoe, Wayne Rooney and Andy Johnson is Charlton Athletic's Darren Bent, who was first called-up for England's friendly match away to Denmark earlier this month.
