The midfielder hasn’t been capped under Roy Hodgson since his senior debut in 2012, although he was brought into the squad last October without featuring against San Marino or Estonia.
But the 23-year-old’s form with the Swans has caught the eye in recent weeks, helping the Welsh club climb up to eighth spot in the Premier League table.
And Monk believes Shelvey can find his way back into the Three Lions fold if he can maintain the levels reached since the start of the year.
"Jonjo is a great talent and he can go as far as he wants to go," claimed Monk, after seeing Shelvey help his side collect a 1-0 win over Burnley at the weekend.
"All he has to do is stay focused and make sure his attitude is spot on.
"I've got a good relationship with Jonjo. He knows what I expect of him and I am there to give him that platform to really push on in his career."
Shelvey has been a regular for England’s development teams over the years, representing the Three Lions at U16, U17, U19 and Under-21 level.
And Monk sees no reason why the former Charlton Athletic and Liverpool man can’t push on to become a more permanent fixture in Hodgson’s squad.
"You sometimes forget how young he still is," added Monk.
"At the start of the season he had a few ups and downs, but when he's focused and he's pushing he can deliver great quality.
"If he continues to do that he can push on and do anything."
