Technology statement
Wednesday, 05 January 2005.
Following recent discussions on the use of technology in decision-making processes, The FA can issue the following statement.
Any discussions on goal-line technology or other experiments to the Laws of the Game must take place within the forum of the International Football Association Board, the body responsible for the Laws of the Game of which The FA is a member. The Laws of the Game are universal, and applicable at all levels of the game around the world.
The FA is willing to discuss and consider any form of goal-line technology that would improve decision-making while not disrupting the game. The key factor is whether a message can be transmitted immediately to the referee allowing him to take an immediate decision without interrupting play.
At its next meeting on 26 February, the IFAB will be presented with a proposed technological solution involving a microchip in the ball. Pending these discussions, The FA is not in a position to make any further comment.
Note: The IFAB is the body responsible for the Laws of the Game, and is comprised of FIFA and the four British national associations (England, Scotland, Wales and Northern Ireland), in recognition of their historical role in codifying the original laws. FIFA have four votes and the British associations one each. An amendment or addition to the Laws requires at least six votes.
