The FA is disappointed by the decision by UEFA's Control and Disciplinary Body to fine The FA 5,000 Swiss Francs (approximately £2,000) in relation to a tunnel incident following the European U21 Championship match against Serbia on 17 June in Nijmegen, Holland.
The Serbian FA were fined a total of 40,000 Swiss Francs (approximately £16,500) for the same incident and for racist chanting by their supporters towards England players.
An appeal by The FA is not possible under UEFA's Disciplinary Regulations, which state that a party can only appeal a decision of the Control and Disciplinary Body if the fine exceeds 5,000 Swiss Francs.
An FA spokesman said "We are very disappointed in this decision as we don't believe that the England players were to blame for this incident. In our view they conducted themselves with great restraint in the face of provocation. We are also disappointed that UEFA's rules do not allow us to appeal."
