New regulations for domestic agents have been approved.
New agents' regulations

We can confirm that new domestic agents’ regulations were approved at Wednesday’s FA Council meeting.
The new FA regulations will cover the whole of the English game, bringing in greater transparency and clarity, and improved governance in this area.
They will be in force for the January transfer window, and will supplement the existing FIFA regulations which will continue to govern the activity of agents in international matters.
Here are some of the key elements in the new regulations:
- Fuller transparency, including disclosure of payments, potential conflicts of interest and third parties providing assistance in a transaction.
- Regulations now cover "subcontracted" or third party agents involved in transactions.
- Agents cannot approach or enter into agreements with player(s) under the age of 16.
- Licensed agents are obliged to meet the requirements of The FA’s Child Protection Policy.
- A more detailed and robust licensing process, with consideration given to any criminal record and financial history (such as bankruptcy). An applicant must not have acted as an unlicensed agent at any time in the previous two years.
- Clubs, club officials and club employees may not have an interest in a licensed agents business. In a transitional period, while any of the above parties still retain such an interest in an agents business, they may not use the services of that business.
- Tighter requirements to address any use of unlicensed agents.
- Reinforcement of the rules on approaches to players under FIFA and Premier League regulations.
- New standard contracts.
- A list of agents and their clients to be published on TheFA.com.
