Norris admitted a charge of improper conduct. The charge relate to a gesture made by Norris referring to his former Plymouth Argyle team-mate Luke McCormick after scoring a goal during Ipswich's match against Blackpool on 8 November.

McCormick was sentenced to imprisonment in October for causing the death of Arron and Ben Peak by dangerous driving. Norris's fine will be paid to the charity established by the Peak family.

In a statement, the Commission said: "This was an act of immense naivety by Mr Norris who should have considered the possible implications of his actions.

"However, we have also considered the subsequent actions by Mr Norris in not only writing to Mr & Mrs Peak but by personally meeting the family to apologise for his behaviour.

"The Commission accepts the explanation of his gesture and that the remorse shown by Mr Norris to be genuine during this very sad time for Mr & Mrs Peak who were also very gracious in accepting the apology from Mr Norris."

Norris was also warned as to his future conduct.
