Suspended fines were issued to the three clubs in respect of their disciplinary records during the 2003/04 season. Their records during the subsequent 2004/05 season failed to show an acceptable improvement.

The Commission decided that Leicester City should be fined £25,000. A further £10,000 of the £35,000 suspended fine was waived.

Leeds United were fined £15,000. A further £45,000 suspended fine will remain in place for the 2005/06 season.

The Commission fined Millwall £10,000 with a suspended fine of £20,000 remaining in place for the 2005/06 season.

In addition, the Commission dealt with other clubs whose poor disciplinary records during the 2004/05 season warranted consideration.

Boston United were fined £7,500 with a further £20,000 suspended. Nottingham Forest were fined £5,000 (£30,000 suspended), Bradford City were fined £3,000 (£22,000 suspended) and Chester City were fined £2,000 (£18,000 suspended).

Decisions were also reached regarding several non-league clubs: Leigh RMI (£750 fine, £5,250 suspended); Kendal Town (£500 fine, £2,500 suspended); Tamworth (£1,000 fine, £6,000 suspended); Dunstable Town (£500 fine, £3,500 suspended); Farnborough Town (£3,000 fine, £10,000 suspended); Burnham (£500 fine, £2,500 suspended); Waltham Forest (£1,000 fine, £3,000 suspended); St Albans City (£750 fine, £4,250 suspended); Leyton (£750 fine, £4,250 suspended); Hendon (£750 fine, £4,250 suspended); Weston Super Mare (£500 fine, £4,500 suspended); Halifax Town (£1,000 fine, £4,000 suspended) and Hemel Hempstead Town (£1,500 fine, £3,000 suspended).

Warning letters were issued to the following league clubs: Newcastle United, Fulham, Crystal Palace, Huddersfield Town, Bristol City, Barnsley and Rochdale. In addition, letters were sent to non-league clubs Hayes, Tiverton Town, Egham Town, Dover Athletic, Willenhall Town, Runcorn FC Halton, Carshalton Athletic, Uxbridge, Thame United, Windsor & Eton, Eastleigh, Welling United, Chippenham Town, Fisher Athletic, Woodley Spotrs, Tonbridge Angles and Crawley Town.

Several clubs had suspended fines from the 2002/03 and 2003/04 seasons waived due to substantial improvements in their disciplinary records. These included league clubs Chesterfield, Darlington, Leyton Orient, Stoke City, Luton Town and Scunthorpe United as well as non-league Accrington Stanley, Gravesend & Northfleet, Barrow, Dulwich Hamlet, Bedworth United, Scarborough, Frickley Athletic and Corby Town.
