Representatives of the Liverpool County Combination beat a Northern Football Alliance side 1-0 and the competition was underway. But it was thanks to a UEFA tournament that it was ever created.

The UEFA Regions Cup was established 1999 to provide an opportunity for "amateur" players playing at the lower levels of the game to compete in a European competition.

In the 2002/2003 competition The Football Association nominated the Kent County League to compete.  They were chosen from 12 Level 4 leagues who had indicated an interest in taking part in the competition.  The side from Kent took part in a qualifying competition in Estonia where they finished in 2nd place failing to qualify for the finals, which were held in Germany in June and won by Italy.

UEFA have decreed that for future competitions, National Associations can only nominate sides that have won a National Competition.  As there was no such competition in England, it was agreed to develop one.

As a start the competition had been limited to those leagues competing at Level 4 of the National League System.  As the UEFA competition is strictly for "amateur" players, the main criteria as far as player eligibility is concerned is that players must not be, or have been under a written professional contract at any time in their career.

The inaugural FA National League System Cup competition was won in May 2005 by the Mid Cheshire League after they beat the Cambridgeshire County League 2-0 at the Abbey Stadium.

The will be nominated as England's representatives in the 2004/2005 UEFA competition.

This is the only competition apart from the FA Challenge Cup where the winner is nominated to take part in a UEFA Competition.
