Seventy-four clubs have applied for promotion from Step 5 of the National League System
Seventy-four Step 5 clubs have applied for promotion to Step 4 of the National League System at the end of the 2012-13 season.

Step 4 encompasses:
Northern Premier League Division One North
Northern Premier League Division One South
Southern League Division One Central
Southern League Division One South & West
Isthmian League Division One North
Isthmian League Division One South
The 'National League System' is a system of promotion and relegation between Leagues at seven steps, or levels, below the Football League (the Football Conference National Division is classed as Step 1).
Movements between Leagues have to be approved by the Leagues Committee.
